Half the frustration of getting something fixed in Jaipur is not the waiting, it is calling the wrong body and being told it is not theirs. This is who owns what.
PHED (Public Health Engineering Department)
Water supply across Rajasthan is PHED's, not the municipal corporation's. This is the single most common wrong turn: people call the Nagar Nigam about water and get bounced.
Call the PHED control room with your locality and the time supply was due. For a burst main or a leak running into the street, say so at the start, that gets treated differently from low pressure.
JVVNL (Jaipur Vidyut Vitran Nigam)
JVVNL distributes electricity across the Jaipur discom area. A sparking line or a fallen conductor is an emergency, not a complaint.
1912 is the national fault-reporting short code and is usually the fastest. Have your K-number (on the bill) ready; it identifies your connection immediately.
Your Nagar Nigam (Greater or Heritage)
Solid waste is municipal. Which corporation depends on where you live, which is the part most people get wrong. See the section below.
File it on the corporation's complaint portal rather than by phone if you can: you get a complaint number, and a number is what makes follow-up possible.

Street lighting is municipal, not JVVNL's, even though it is electrical. Reporting it to the discom is another common dead end.
Give the pole number if there is one painted on it, and the nearest house number. A pole number turns a vague complaint into a specific work order.
JDA or your Nagar Nigam, depending on the road
JDA owns planning, its own scheme areas and the major roads it built. Neighbourhood roads and lanes are usually municipal. If you are unsure, JDA is the better first call for anything that looks like development or construction.
For unauthorised construction, note the plot and any board on site. For a road left open after a utility dug it, say which utility was working there if you know.

Animal control sits with the municipal corporation.
Report the location precisely. For cattle blocking a main road this is a traffic hazard as much as a civic one, and worth flagging as such.
Emergency, not a civic complaint
This one does not belong on a complaints page at all. Treat it as an emergency.
Leave the area, do not switch anything electrical on or off, and call from outside.
Rajasthan Sampark is the state’s single grievance line and sits above the individual departments, so it is the right next step once a body has had a fair chance and done nothing. Have your original complaint number ready. That is the main practical reason to file on a portal rather than by phone in the first place: without a reference number, escalating means starting again.
Call Rajasthan Sampark, 181Jaipur has had two municipal corporations since 2019, and almost every municipal complaint has to go to the right one. Heritage broadly covers the walled city and the older areas around it. Greater covers the newer, outer city. If you are not sure, the simplest test is whether one of the Greater zone offices below is the one you would actually go to.

For Heritage areas there is currently no working corporation website to link to: the jaipurmcheritage.org domain returned a default web server placeholder rather than a site when we checked on 30 Aug 2026. Until that changes, use the zone offices, the phone lines above, and Sampark 181 for escalation.
